From standing water to a dry structure
This is the order IICRC S500 describes, and the order matters more than the machines. Each stage belongs to the contractor, and each one governs the stage after it.
-
Step 1: Stop and remove
The source is shut off, then free water is pumped and extracted. Every hour water stands, it climbs further into drywall and subfloor, so this stage sets the size of everything after it.
-
Step 2: Open and map
Baseboard, wet drywall and soaked insulation come out, and meters read the material behind them. The wet edge is marked where the moisture stops, not where the stain does.
-
Step 3: Dry to a number
Air movers and dehumidifiers run as a sealed system, and the same points are read daily. The equipment leaves when the readings reach the dry standard for that material, not on a set day.
-
Step 4: Close up
Rebuild starts only after the structure is confirmed dry. Insulation, drywall and finishes go back over an assembly that will not feed anything later.
Drying a Portsmouth building: what it takes
From The Estates At River Pointe, Pointe of View, and The Pointe to the middle of town, water damage restoration calls in Portsmouth go to an independent local contractor. Drainage in the older streets runs out at about sea level, so it works only while the tide is down.
The local building stock
Roughly 33,741 of Portsmouth's 43,318 homes went up before 1990, putting the median build year at 1967; what dries in place and what comes out follows from that. Around a median of 1967 with nearly eight in ten houses older, the older neighborhoods drain through outfalls set at the harbor edge with no pumping and nothing to hold the water back, relying entirely on the fall to the river.
What the weather does to a drying run
On the 1991–2020 normals, Portsmouth gets 50 inches a year with August heaviest at 5.8, and the drying season runs from a 40.5-degree January to a 79.5-degree July; rain recorded at NORFOLK 5.0 SSW 3.6 miles away and temperatures at NORFOLK S 7.1 miles away. August is the wettest month at 5.8 inches of a 50-inch year and no month averages a freeze, so the heaviest rain comes in the season of the highest tides; whether a storm drains at all depends on where the tide happens to be that afternoon.
Where Portsmouth losses usually finish
- Drainage that depends on the state of the tide, so the same storm has different outcomes
- No pumping in the system, so there is nothing to force the water out when the fall is gone
- A window of a few hours, so a long storm is certain to overlap a high tide

Frequently asked questions
Why does the same storm flood one street and not another?
Often it is the timing rather than the street. The drains here run out at about the level of the water, so a heavy shower at low tide clears away and the same shower four hours later has nowhere to go. The rainfall is only half the story.
Is anything holding the tide back?
In much of the older system, no. There is no pumping and, in many places, nothing on the outfalls, so the relationship between the street and the harbor is direct. That is why water can come up through an inlet on a still, dry afternoon.
What is worth checking against the tide table?
The timing of past flooding, which usually settles the question quickly. A household that notes the time and depth of two or three events and lines them up against the tide will learn more about their risk than any amount of general advice.
